Look.. its always Pat who founds Ophelia in situation like this.
1st during their childhood the child Pat obviously know Child Ophelia is a princess, she is very famous as the only child in a bad way before Emma’s apperance.
Pat try to read his future and because of this he found out about the restriction he only find the restriction not the seal but even if the crystal ball breaks he knows the Ophelia will experience bad luck (obviously because he is with the church and its very obvious that the Duke and the Church also knows that Ophelia is special because she is the daughter of a Saintess).
The only one who knows about Ophelia’s Seal which is different from restriction is Ray and Niel, yes niel it was never mentioned that Ophelia told Niel about the seal but i think she did since she know that Niel very loyal to her the hint is “Niel creating a Magic Item that allow Ophelia to use Magic” because of this magic item Ray find out about the seal since it appeared in Ophelia’s left eye and even before he saw it he theorize that the necklace somewhat bypass something that allows Ophelia to use Magic “by pass the seal”.

Then during the funeral, Emma ask Pat if Ophelia is really dead she answered “Yes” but just after the funeral he appeared again when ray left and later on when Ophelia awaken he appeared the following Night and even left a Gift.
Also before Ophelia followed Emma’s trap guidance of raiding the cart, Pat is observing and is hiding.
Its not a coincidence, Pat is the one who revealed the restriction (Emma doesn’t know that Ophelia have OP magic, the duke obviously know that’s why he ask for the gem as the reward but i don’t get why he gift it to Ophelia that’s the weird thing since that’s the main reason she finds out that her mother sealed her ability, The restriction might be the caused by a 3rd party (not the saint since all she put is a seal, not the overprotective emperor sealing future sight brings more harm all i can think is the duke, that’s why Pat find it interesting since he is also shock by the crystal ball breaking).
As for nobles that get assassinated by Ray under Emma’s order base on the silver haired noble who doesn’t like Emma because he is previously a commoner and started to like Ophelia more that means this people wanted Ophelia to be the Heir and is in the way.
As for Pat for the teleportation accident, i think he is just following order but both light and dark magic user are excellent tracker so if Ophelia fall into the trap just like Ray, Pat can also locate the princess and teleport either by scroll/if holy magic allow it “since all you need is to insert coordinate using scrolls”. This also explain why Pat also track down Ophelia well feels more like He is the down to put Ophelia in the location where the Duke found him and he selected Ray’s Kingdom over the Empire since its safer.
That very reason makes Pat acting on his own or is following order to protect Ophelia might be another faction within the Church who wanted the princess safety why? Ophelia’s Mother is a Saintess and obviously her mother have her own followers.
